Dean Constable

Executive Director

Dean joined the Reach Foundation in September of 2020, following a twenty-year career in the Arts and Culture Sector across Canada. Most recently, Dean served eight years as the Managing Director of Theatre for the Confederation Centre of the Arts. In addition to his year of experience managing in the non-profit sector Dean has also received his MBA from the University of Prince Edward Island. Through his work in the Arts, Dean developed numerous programs that used performance to help inspire and challenge youth. It was these experiences that led Dean to working with Reach.

Michael Smallwood

Youth addictions councilor

Michael has been working in mental health and addictions for the past five years and has experience in both residential and community based treatment programs. Michael graduated from the University of Prince Edward Island in 2002 with a Bachelors Degree with a major in Psychology. Having experience as a Youth Worker and Youth Addiction Counselor at the Strength Program in Summerside and as a Community Addiction Counselor at the Provincial Addiction Treatment Facility in Mount Herbert, provides Michael with unique skill set to support the youth at Reach Foundation.

Cheryl Roche​

President

A co-founder of Reach Foundation, Cheryl has worked tirelessly to establish the organization as a provider of high quality after care services for youth with mental health and addiction challenges.
Cheryl is passionate about supporting Island youth after they have completed treatment. As the owner of numerous successful businesses, Cheryl promotes the development of essential employability skills as integral in the successful transition from treatment through recovery to the workforce or back to school.

Chris Arsenault

Vice President

Chris joined the Reach Foundation Board in 2018. An accountant in the Tax Services department of a large firm, Chris assumed the role of Secretary-Treasurer soon after joining the Board and moved to Vice President in 2022. Always focused on providing high quality professional service to consumers of service, Chris brings a business and continuous learning perspective to Reach Foundation. As a sports enthusiast, Chris finds time to volunteer as a coach in minor hockey and minor baseball and is a member of the Charlottetown Fawcetts fast pitch team.

Isabelle Keeler

Board Member

Isabelle joined the Reach Foundation Board in 2018. Called to the Prince Edward Island bar in 2017, Isabelle works with a large Atlantic Canada law firm and practices mainly in the areas of employment and labour law and administrative law. Previously, Isabelle had a general law practice which involved working with individuals who were trying to overcome mental health and addiction challenges. A problem-solver and passionate about serving her clients, Isabelle brings a focused, energetic and thoughtful approach to the Reach Foundation Board.
